While the number of listeners maximum hasn’t peaked like it did in December we definitely have increased in daily volume due to the weather. A local business owner and listener impressed with TME, (Interstate Contractor for Snow Removal) was very thankful and wanted to know their frequencies. TME supervisors and employees patrol the interstates on the onset of winter weather and radio back road conditions, and the temperature of both the air and surface. Knowing this filled the gaps to the lack of VDOT cameras on the upper end of Washington County.

Abingdon, VA:  Police Chief asks Council for New Radios

At a recent Abingdon Town Council Meeting; Chief Tony Sullivan asked the board for new “Digital” radios.
In our October Newsletter we told of testing on 154.385 MHz that appeared to be MotoTRBO, a technology not able to be monitored by any scanner or receiver.  We can only hope to preserve our ability to listen to any type of government in Abingdon that the new digital radios are P25 and not MotoTRBO. The question of interoperability also comes into play however some MotoTRBO radios are multimode meaning they could be used to transmit in both conventional and the proprietary digital format. Chief Sullivan responded to a board members question about federal funding advising that towns do not normally receive this type of funding. The idea of transparency of our local government comes under fire with the “Fire” department communications being essentially “encrypted by design”.  The town does offer a reverse 911 / email alert service here.

Scanner listeners in the Abingdon area will need to stay tuned!  Here’s a Link to a news article as reported by Mark Sage.

The Abingdon Police Department current uses 155.490 / 153.335 which are licensed primarily and shared with the Washington County Sheriff’s office. The Abingdon Fire Department currently uses Washington County frequency: (151.025 / 153.830) repeater and has been heard on (154.385 / 158.865 repeater) and 154.385 (simplex), the later two licensed to the Abingdon Police Department.

SCADA -Supervisory Control and Data Acquisition

Scada is basically control to industrial or utility type equipment via computers. Many of these types of systems utilize radio waves to communicate bi-directional data from equipment to control operators. The data is displayed usually on an egronomical screen with graphics of the water pumps or coal conveyors and spaces for the dynamic data or places to click and control various aspects of the machinery.

  • Russell County Water and Sewage uses a (LEO) Low Earth Orbit Satellite based system provided by a company out of Nashville, TN called  “High  Tide Technologies” to monitor and maintain pumps, tanks, springs, etc. These systems operate in the 137.000-150.050 and
    400.075--400.125 MHz bands.
The use of a satellite based system can be beneficial as there are no licensing fees for the radios, nor maintenance costs involved in keeping an operation radio system, i.e. repeaters, tower leasing etc.

  • Dickenson County PSA uses a similar system but uses VHF radio signals instead. 463.6125 MHz is used, from numerous sites listed across the county.

  • Buchanan County Water uses 173.325 and has many sites listed across the county with a receive control point at their maintenance shop on US 460.

  • Bristol, TN Water Company “Intermont Utilities” uses 173.3375 with only a few sites listed.

  • On 463.425 recorded voice prompts can be heard, its apparently located somewhere in Tri-Cities. While listed as unknown most of the content of the recordings is furnace status and mentions of sand. So we’re thinking Sanvik Rock Tools or any other steel mill or heat treating facility. While probably used only for data out, it’s a mystery and on our “unknowns” listing.

These are just a few, check out the Radio PhoneBook for others.

While nothing but chirps of data can be heard the technology is most definitely worthwhile. One additional benefit to scanner listeners is they can test their antennas against known terrestrial based frequencies to hone or adjust to the receive the best signal, incidentally confirming reception from that area on similar frequencies like police, fire, rescue, etc.

Here are some great resources and more info.

Recent FCC Licenses
These are yet to be confirmed as active, however its not a bad idea to go ahead and program them in if live near their respective service areas. They have been hand picked from hundreds of new licenses.     FB - Base
MO- Mobile / Portable Use
FB2 - Repeater
FB2C - Repeater with interconnect
FB6C - Shared Repeater
FX1- Link to Repeater

FXO - Fixed

You can search for FCC
licenses on the
Research page.

1. Tri-Cities Communications expands to yet another trunked system, this time on Holston Mountain, well report back any talkgroups as soon as it’s active provided it can be followed. They also have a license for another system this time conventional, on Viking Mountain down in Greene County, TN.

2. The Greeneville Bomb Squad licensed several frequencies for audio/video and control for their bomb robot.

3. Finally, The Shaw Group working to build the new power plant in St. Paul, VA has requested a license for their handheld radios. It appears the license initially under the name of Dominion was for the security guards working the site.
